Dear Robert,

Penile scrotal webs or so called turkey neck may occur in men who have never been circumcised as this is a transitional zone in fetal development. A turkey neck can form after an overly tight circumcision.  Of course the concern is apparent loss of penile length.  Your erect penis length on the top side is most likely where it has always been.
